MINUTES OF THE HILTON PARISH COUNCIL MEETING 04-09 HELD ON MONDAY 11th May 2009 IN THE VILLAGE HALL
 
Present: Cllrs Stott (Chairman), Bottoms, Dunn, Halford, Shardlow, McCarthy and Young
 
In Attendance: Nadine Taylor Clerk to the Parish Council, and 1 parishioner
 
1. To Elect a Chairman
 
Cllr Ian Stott agreed to remain as Chairman and this was unanimously approved, being proposed by Cllr Shardlow and seconded by Cllr Bottoms.
 
2. To Elect a Vice- Chair
 
Katy Dunn was proposed by Cllr Bottoms and seconded by Cllr McCarthy with all in favour.
 
3. To Elect Officers
 
Please see attached listed of elected officers. This was proposed by Cllr Bottoms, seconded by Cllr Halford with all in favour.
 
4. To Note Apologies for Absence Cllr Hird
 
5. To acknowledge Receipt of Cllr Ward’s Resignation
 
All acknowledged Brian Ward’s commitment and hard work over the years to the Parish Council and it was agreed that a letter of gratitude would to be sent to him. His vacancy is currently posted on the notice boards and we hope we can co-opt a replacement at our June meeting.
 
6. Declarations of Interest
 
A non pre-judicial interest from Cllr Halford and Shardlow with regards item 10 for H.A.T and Cllr Halford for Item 11. A14 Action Group.
 
7. To Approve the Minutes of the Parish Council Meeting held on 6th April 2009
 
Proposed by Cllr Dunn, Seconded by Cllr McCarthy, with all in favour.
 
8. Parishioners Open Session (10 minutes).
 
One parishioner kindly informed the Parish Council of the constitution of the Town Trust.
 
The Clerk raised an issue regarding football goals and pitch space and also a fishing platform for use by the youth of the village. A short discussion took place and it was agreed to put “recreational facilities” on the agenda for next month’s meeting.
 
9. Authorise Payment of Accounts

9c  JSC Services Grass cutting:  £640 (includes underpayment last month)

Proposed by Cllr Bottoms and seconded by Cllr Young with all in favour.
 
10. Hilton Action on Traffic
 
Cllr Halford presented on behalf of this group. Two Resident Petitions have been presented to Huntingdon Management Committee, Cllr Halford spoke on behalf of the A14 Action Group and District and County Councillor Ian Bates supported the petitions, stating that all possibilities must be explored.
 
A meeting is to be convened between H.A.T., Highways Engineers, the Police, Cllr Ian Bates. A Parish Council representative is required.
 
A response had been received to Jonathan Djanogoly’s letter addressed to Mark Kemp, Head of Cambs County Council Highways, stating that there was no funding or resources available and there was no recognition of specific traffic problems in Hilton. Mark Kemp has referred to the possibility of “third party funding” for any remedial measures. H.A.T.has replied to Jonathan Djanogly stating this response is unsatisfactory and requesting his further assistance..
 
There is understandable dissatisfaction in the village that nothing appears to be happening, Cllr Halford suggested a need for parishioners to lobby their local elective representatives if they are dissatisfied with progress. It was suggested that a “boilerplate” letter might be posted on the village website in order to assist parishioners with their complaint.
 
During this item on the agenda it was questioned if the finish to the new pathway along the B1040 was of the correct standard and the Clerk was to liaise with Kevin Green at the County Council before paying the final invoice.
 
11. A14 Action Group
 
Cllr Halford presented on behalf of this group. To summarise, draft orders are expected at the end of May, beginning of June, then there is a 6 week publication for statutory and other bodies to comment. It is not yet clear whether a Parish Council can object.
 
Brampton are holding a seminar on Saturday 16th May, which Cllr Halford is attending, regarding how to object.
 
Hilton may object on the grounds of the new road from Fen Drayton to Brampton with regards visual screening and implications of traffic and flooding in the village.
 
12. Compost Giveaways
 
300 bags of Compost will be delivered to the village hall on Thursday 21st May. Posters will be displayed around the village stating when each household can come and collect their one bag. The rota for supervising this is:
 
Thursday 21st May between 7 – 8 pm Hilary and Stewart
Friday 21st May between 10 – 11 am Ett and Bill
Saturday 22nd May between 9 – 10 am Katy and Margaret.
 
The Clerk to provide list of all addresses in Hilton so that the allocation of one bag per household can be checked.
 
13. Correspondence Policy
 
A general correspondence has been devised in order that correspondence can be dealt within set timescales. Also as part of this policy is the facility for dealing with vexatious or persistent corresponders. This policy has been drawn up by Cllr Stott, with help from Huntingdon District Council’s Democratic Services Team.
 
This policy was proposed by Cllr Bottoms, seconded by Cllr McCarthy and approved by all.
 
14. Access Working Party – Monach Farm, Clare Cottage, St Francis Toft
 
Councillors all have a copy of Julian Thomas very full report on behalf of this working Party. At the June meeting Julian Thomas will be attending to give his findings in person. The Parish Council will at this meeting be asked to debate the recommendations and make approvals.
 
Julian Thomas was thanked for his hard work on this report.
 
The Clerk is to clarify whether these discussions should take place with or without parishioners present.
 
15. Easements in Favour of Grange Cottage
 
Formal request for Deed of Easement was in its final stages, and it was proposed by Cllr Dunn, seconded by Cllr Shardlow with all in favour that the documents should be signed off by Cllr Stott and Cllr Dunn.
 
16. Bus Shelter
 
Cllr Shardlow has been discussing the possibility of displaying permanent art work inside the bus shelter to approve its appearance. She has spoken with a Hilton family who are extremely artistic and have had previous experience of similar projects. As the bus shelter is on the main road if young people were to be asked to do it, a risk assessment would be required. An alternative to this would be to paint the display on boards which would then be fixed to the wall.
 
Discussion took place regarding funding for this and the possibility of using money from the Parc Project. Prizes were also discussed.
 
It was agreed that Cllr Shardlow would carry on with her work and present her findings at the next meeting.
 
17. The Pavilion
 
The Cricket Club have sent a quotation for works to alter the present method for securing the window shutters and a door, in order to reduce risk of accident (particularly when pavilion is used by other organizations such as WI), The quotation is for £150. After much discussion, the quotation was proposed by Cllr Dunn, Seconded by Cllr McCarthy, with 5 in favour, one abstention and one against.
 
A working party was proposed to look at renovating/repairing the pavilion and making it available to groups other than the cricket club. All sorts of suggestions were put forward, but it was acknowledged that the facility would not be in “competition” with the village hall.
 
Several grants may be available to fund the work and these options will all be explored.
 
Cllr Shardlow agreed to lead the working party with Cllrs Dunn and McCarthy also. Other interested parties, such as Dr Salem for the Cricket club would also be invited to join the working group. This was proposed by Cllr Bottoms, seconded by Cllr Stott with all in favour.
 
18. VillageGarden Re-Design
 
The Clerk and Cllr McCarthy had an opportunity to meet with Angela Potter, Garden Designer at the village garden. Angela described her design and full and details of the design were shared with the meeting. The total cost would be £1525.00 and would commence in the autumn. This was proposed by Cllr McCarthy, seconded by Cllr Bottoms with all in favour.
 
19. Clerk's Report on Parish Matters
 
Connections Bus Project have offered a double decker bus which is designed to provide pro-active and positive activities for young people. The bus is staffed by 3 youth workers, has specially designed seating, 4 computers with broadband internet access, 2 games consoles, tv with freeview, video, dvd and karaoke player, a tuck shop, leaflet rack for advice, games and sports equipment and is equipped for disabled access.
 
A week day session during the summer holidays is a cost of 128.11.
 
The Parish Council welcome the project and suggested two sessions during late August. This was proposed by Cllr Dunn, seconded by Cllr McCarthy with all in favour.
 
An email has been received from Copleys Solicitors who are acting for the new owners of Park Farm. Confirmation is sought that the Parish Council have no objections for the property to continue as a working farm and that a formal confirmatory Deed of Easement is acceptable. No objections were raised to this and the Clerk will respond accordingly.
 
20. Councillors Items
 
Cllr Shardlow asked how progress was being made with renovating benches within the village. It was confirmed all benches had been repaired and should be treated.
 
Cllr Shardlow also raised whether the Parish Council would be minded to donate to the church roof appeal at some stage. This was dismissed at this time.
 
Cllr Bottoms praised Highways Agency for work on trees in Sparrow Way.
 
Cllr Stott announced that he had met with Peter Blake and Cllr Young to up-date the village handbook and that Cllr Young would be undertaking this work.
