MINUTES OF THE PLANNING COMMITTEE MEETING HELD IN THE CHAPEL at 19.15 on Wednesday 24th July 2008. (Planning Meeting 08-08)
Present: Cllrs Shardlow (Chair), Randall, Stott, Halford, Bottoms.
In attendance. N Taylor, Parish Clerk and two parishioners.
1. Apologies for Absence: Apologies received from Cllrs Robinson and Ward
2. Declaration of Interests
Cllr Bottoms declared a prejudicial interest in Item 4 as a neighbour in the same street and withdrew from the meeting for the final decision.
3. To Approve Minutes of Parish Council Planning Meeting held on 16 July 2008.

4. Parishioners Open Session
Mrs Parsons from 6 Flackdale Road told the committee that the house in question, backs on to her property at an angle. The proposed extension will be very close to her boundary fence. Her concern surrounded being overlooked by new windows and the loss of privacy.
The neighbour from 4 Sparrow Way shared his concerns regarding the proposed extension and the change in façade of the street scene by bringing the garage forward in line with his property it changed the whole street scene. The two storey extension also had an impact on the view from his 3rd bedroom and a loss of light.
5. To Consider the Following Planning Applications:
Planning Application: 0802170FUL – Sparrow Way - Extension
The Councillors’ attention was drawn to a letter from Andy Moffat, District Planning Manager, to the applicant, dated 23 Jan 2008 which councillors believed to be misleading and related to a separate enquiry and proposed plan.
The Parish Council considered the plans and the views of the two parishioners and concluded that the recommendation would be to unanimously object to the proposed plans on the following grounds:
Adverse impact on the street scene, particularly the new garage at front of property.
Size of build excessive for such a small plot.
Overlooking and closeness to neighbouring properties.
Insufficient garaging/parking available for 7 bedroom dwelling, no alternative parking in Sparrow way.
